My suggestion is to look for a pattern that's shaped about the same as the dress you want to make. Look at wedding and prom patterns especially. Do you prefer to cosplay as well-known or obscure characters? Well-known characters are quickly recognized, but you may not have a unique costume. Obscure characters may not be known by many people, but your costume is the only one of its kind at an event.

I would think a Rod is a short magical staff - somewhere between a walking stick staff (like Gandalf has in Lord of the Rings) and a small magic wand.
