Making Mamimi's outfit. Never made a pleated skirt before.

Hey guys. I'm going to my school Otaku meeting as Mamimi from FLCL (one of the best animes ever). I've never made anything by hand, and i just wanted some pointers for pleated skirts and what not. I have the fabric i wanna use in mind, i just directions on how to make it. Help is apreciated. Thanks my fellow Otakus.
