Get some sheer black fabric (for this project I recommend organza because it is stiff and will require few layers for that amount of poof). You want to figure out how many layers you need in the petticoat (probably 3 or 4), and then take your waist measurement and multiply that by (3/2)* the number of layers, plus a couple inches for seams. Then basically you make a multiple-layered pleated skirt. However, you use box pleats instead of knife pleats and you make them large. Also don't sew down the folds on the inside. You want it to be very loose pleats so it looks like ruffles. Then just sew the layers together and add a waistband.
