You can make his whole costume out of cotton if you like. Anything that is soft cloth that isn't see through. Zippers, fur and a head band.

The best Narutos are made using an orange fleece with broadcloth or embrorided patches. I'd use a heavy twill or canvas for the sandal covers since they'll get a lot of abuse. Just buy the offical headband though, they look better than any commissioners headband I've seen.
