New to ACP, with questions

Hey! my name is Arou Yuu (空露　ゆう) << translates to 'sky dew Yuu'
I was referred by another user, though I don't know her name. Anyways... onto my first question.

I was at SakuraCon, and I noticed some cosplayers 'Evil of Humanity Beast IV Reproduction' the special guests. One of them told me they 'applied' through ACP.
So what I want to ask is how. Does Aniplex hand pick people from this site to cosplay for them? Or do we apply/walk in?

ACP Members can apply for casting calls, then the list is given to Aniplex for them to choose from.
