Okay, so first off how on earth do I make his staff? I know most likely a PCV pipe is used in it but.. really, I'm not sure what to do about that.

And no, I don't care about price or difficulty, I'm only concerned about how I can make it as accurate and nice as possible. Throw out any ideas you have, thanks!

hmmm Foamboard or styrafoam with plastic/balsa sheeting. Some paint and some gems. Umm props not really my thing but there you go.
