Sailor Suit Color and Ax.... help?

Hi!

I was asked to sew Ryuguu Rena's (from Higurashi no Naku Koro ni) school uniform, but, well... I've never made a Sailor Suit before and... I have NO idea how to make the sailor collar.

I also plan on making her Cleaver (I think that's what it's called ^.^'') and... well... I have almost no experience when it comes to weapon making so I was wondering what I could make it (Rena's Cleaver/Ax) out of?

GOD THIS ANIME SCARED ME
i have a bad phobia of children ^^; (coming from the lolita xD)

ok so the pleated skirt is simple..it is peated....just iron...stright.

for the top i think it is either simplicity or...Mccalls that makes a cheerleader pattern that you can use....so look for a cheerleader pattern and it will help a lot

for the ax....i don't quite know...i would look for a weapon tutorial on cosplay.com or livejournal or..devient art.
