I'm making a costume for Mitsuki from Full Moon Wo Sagashite and I don't know how to go about it. Does anyone have any suggestions on what material to buy and how I should go about making it? Any help would be much appreciated!

Check out your nearest fabric shop, or even a Wal-Mart with a sewing/fabric/craft section. Most likely the place you visit will have pattern books, there you'll easily find a shirt with collars similar to hers and skirts as well. The shirt, the only thing I can think of that you'd have to drastically modify is the length of the top.
On the back of the pattern package it'll have suggested materials and fabric to use. For the white fluffy part you can pick up a boa or something of the like at a nearby craft store like Micheals or ACMoore.
