I'm going to be cosplaying as rina from Gaia Online and I need help making this dress:

Well, first I would start with this pattern, and either alter the pattern or the made dress to not have the sholders. You might also want to shorten the sleeves a bit because Rina sleeves cut off a bit before her wrists.

Then just sew the orange frilly thing to the top, and take a cheap black tank top and sew it underneath. Just find a silk flower and sew it to the dress.
The embrodery might prove to be difficult. If your sewing machine doesn't have a setting that looks kinda like that, you could sew it by hand, or just paint it of use transpher sheets to get the pattern on there.
