Angel Lily (Wedding Peach) baton construction - help?

Hi all!
I will be cosplaying as Angel Lily from Wedding Peach in April at Sakura Con in Seattle. I commissioned the costume already, and I am fairly good at wig styling, but I really need help with constructing her Saint Astral Stardust baton.

Any ideas? I am thinking of using CPVC pipe, but I don't know how to do everything else...
