These are literally over $20.00 and I believe that's very pricey.

Any idea what I need to make something equivalent to those kawaii Japanese leg warmers? Thank you. xx

well if you want to make them just like that photo, you could try to get an shirt or sweater that has that sleeve shape and cut them and just resew the hem at the cut area and add elastic or double sided tape to stick to your legs.
