For the Chii ears, I would personally use wood for shape and vinyl for color. To keep them on the wig, I'd use clips (maybe two; one for the top and the other for the bottom) that have been drilled and screwed into the bottom of the wood so the "pink connecter thingies" stay on your wig. You can then re-use the wig for something else. =)

You could also mold the ears out of plastic, which might be easier. I haven't had much experience with that, though.

For the other things, I can't really say anything yet...

Nah, I use small hairclips in the designs I've made for some the hair-pieces in the asian costumes I've made. They're the ones that look like an elongated ellipse with the hole in the middle and a part that snaps onto that. It clamps the item tightly onto your hair, but allows you to remove them later. The hole in the center also allows you to put a nail or screw through the center to hold it, but superglue works just fine.

I'll draw one up. Give me a moment.

Edit: Here's a pic of what I meant. Also, you can use magnets to hold what I accidentally called the "Ear" with magnets, which might be easier than trying to drill small screws into the ear (if it was solid).

Since you used the material you did, why not tie them on somehow? A string is low cost and can hold well with a tight knot. The only problem is getting it off if it holds. XD

If she used felt, she can actually sew them into the elastic of the wig.

But I was thinking of having the wig be re-usable for other costumes or maybe later changes. But sewing them directly on would be a good idea as well.

It's sewn on felt, she can use a seam ripper or even sissors to cut off the thread that connects it to the wig. It's not hard at all to get the ears off after they're sewn on.
