Full Moon's Hair and Mistys Goldeen outfit

So two things I need help with,

First,
I have an okay quality godiva wig (the 45$) and I need to style it, I've got a pretty good idea on how to do the bangs:

although suggestions are still appreciated, but the main problem is the ringlets at the bottom of her hair:

I've seen some discussion on curling synthetic hair, but is there any way to do ringlets?

Second,
I have a few ideas on how to do the goldeen tail:

Like getting a sheer white fabric and dyeing it with orange, but it would be near impossible to get the pattern right.

Any suggestions are most appreciated!

I don't know how much help I can be now. But I can make a vauge suggestion for the goldeen tail, organdy with hand-painted acrilic orange spotting on it.
