Oh. I know what you mean now. It's much like the faerie wings, but the more complicated ones. You need to have not just the outer frame done, but you have to reinforce it at each point with another wire coming from the center top of the wing. Then I would probably use the method of making a sleeve of fabric to go over it. I've heard that umbrella-like material has worked well for them. I'm sure you could find something like that. At worst, you could use taffetta.
