I think you may me better off starting with a "Tina" or "punk" type of wig that's already spiked. Then you'd only have to worry about clumping the spikes together and making them go the correct direction with little to no cutting involved. Hair dye won't work because it won't soak into the plastic fibers of the wig. It may stain a white/blond wig, but it wouldn't look good if you're trying to get a saturated color. I think you'd have an easier time if you used pink fabric -- the same as your dress -- rather than painting afterwards. If you can't use the same fabric as your dress, use felt or fleece in the same color. Those materials don't fray so you don't need to hem them or do anything special with the edges...

For a corset or bustier (which is what your character looks like she's wearing), you ought to use an actual pattern for that type of undergarment. Check the re-enactment or historical costumes section of the pattern books at the store for something you can use. That looks like a really cool costume....
