Actually, I think it depends simply on the person - not exactly their ethnicity!! I've seen some really bad cosplay by both Caucasians and Asians. There's bad for everyone, but usually when people show Asians cosplaying, they'll post photos of professional Asian cosplayers who *of course* look amazi...
