BB? Is that like a C? If so, it may be difficult to bind your chest without it showing. I'm thinking you should cover sensitive bits with gauze, then tape them back (as opposed to flattening them or smashing them down) with some kind of surgical tape? Wearing a wig if you have shoulder length hair isn't that bad at all, really. Just make sure you get a good wig cap and pin up your hair or put it in a couple of ponytails before you put on the wig cap, then the wig. It depends on what kind of skirt it is. You could, like Sterling said, add a triangle (or trapezoid) of the same kind of fabric at the seam(s). To make a stencil, get a thin sheet of plastic (see-thru is nice, it helps you position it) and draw the design on it. You should try looking at craft stores (Joann's, Michaels, etc.) to get a feel for how stencils are made, etc. You can probably get stencil plastic there, or just get an old folder ...

What colour wig are you getting? You can't dye a wig lighter than it is originally. You can sharpie them, but that takes a lot of patience and in the case of silver will still come off. Plaster, especially if you made a whole-face mask and then covered it, would be heavier than papier mache. A lot heavier. Nope, you don't need any wire to make the ears. In fact, I don't think I've ever made a pair of cat ears (and I've made a few) that I put wire in for support.
